If yes, under which conditions?
Most important obstacle sitting in front of successful project management is perfectionism. We have to always remember that perfect is the enemy of better. We can lose “better” if we try to get “perfect”. I think everybody knows 80-20 rule. Mostly, we put more effort to do 20% of a work than to do 80% of it. If we get 80% of the project done and we don’t have enough time to do the rest, 20%, of the project, we can accept 80%, running part, of the project and we can postpone rest to do in the future. Delivery of 80% of the project motivates the people and energize them for next steps. And then you can easily manage rest of it with motivated people. Otherwise, it is not possible to succeed project targets with demotivated people and with delays. Perfectionist people are big danger to complete project on time and on budget because they always think that the project is incomplete by 20% and there are missing items to do. If there are perfectionist people in project team, you have to keep them under control, you have to get them considered 80% as 100%, and you have to follow up critical path method. These actions will save you from being in this kind of dangerous positions and you will be successful in completion of project on time and on budget. Saving Changes...
If you consider that "100%" means the customer has signed off and as a bonus is also very happy, then yes it will equal 100%. The fact is that 100% can never be achieved, only the perception that it was. Saving Changes...
100% delivery means finishing everything as per scope and project objectives are achieved and client has signed off.
100% in view of perfectionists will also change from person to person. And 100% may also include Gold Plating by few resources, which should be avoided. Saving Changes...

Agreed with sediments of above. It depends on the definition of 100%. If, after further discussions, it is determined that 80% of the request is the Must haves, with the remainder falling to other categories, then, the 80% is now the 100%. Saving Changes...

Barry Bohem´s Cone of Uncertainty, which was born from software but could be applied to any type of projects, can give an answer. Beyond the Paretto principle there is something which belongs to the inherent error you get when you estimated all related to project. Estimation is the best guess based on information and time to estimate. Accept of not accept a 20% deviation from the estimation (below or above estimated) is a matter of definition at strategical level mainly related to risk acceptance which is tied to inherent error on estimation. Why is a strategical thing to define? Because depending on the business (an organization could have more than one business defined) you can accept 15%, 20%, 25% deviation on original estimation.
