Even if HR policy doesn't prevent it, I'd be leery about hiring relatives where there is a direct or indirect reporting relationship to me. Even if everything is done "above board", there could always be the perception of bias.

Hiring a relative when a clear leader in the domain, is usually not question too much in my experience. It need to be disclose.

Hi Vincent if this relative is the right man, I'd hire him but I'd be unconcerned about the consequences that would derive from this situation; the sanctions that need to be taken as well as the recompenses that need to be allowed.

When documented and disclose it is clear for everybody. In those case doesn't lead to informal communication that have bad impact on project.
My husband and I work for the same organization and due to his expertise, he has been a member of several of my project management teams over the years. The experiences have always been positive as we maintain a professional relationship at work. There have been times when the other PM in my organization has asked my husband and I to be on his project management team as well. We are known for our ability to work together and to encourage our team-mates to work together as well.
In my organization it isn't unusual to encounter siblings, couples, or other familial relationships within the employee pool. Some work together without any problems, others should never be chosen to work together on a project. I have had to remove related team members from projects before due their inability to work together. It comes down to knowing who works well together and who doesn't.
