I am just taking up ans IT project manager position, there's lot of software development project in the pipeline which makes me think agile is the best way to go but I have very limited experienced in Agile what resources would be the best for me to start with as a reference guide and with templates

I would also need the same information for waterfall even though I have some experience in it, they dont currently have a PM culture in the organization

The first thing you must undrstand is: Agile is a practice that you can apply with any project life cycle process , for example waterfall. Second, you have to understand that one thing is to use an Agile based method and other is to apply Agile practices. Third, if you follow the PMI way and you will focus your Agile life into software then take a look to the PMI“s Agile Practice Guide.

Agile starts with behavior and mindset - if leadership, mid-level management and team members don't have the right mindset, agile delivery approaches will have the same (or poorer) outcomes as traditional ones...

The biggest uplift you might get is by providing some basic PM training for all roles involved on projects as that can be a catalyst for improving OPM...

In this instance, the lack of a PM culture can be used to your advantage. Not only can you utilize this time to educate yourself on the best mythologies and tools for your environment but also to focus on getting understanding, support and ultimately buy-in from leadership. Without their support, project success will be difficult.

Question, why do you think it would be the best way?

In addition to what others have written, my advice would be to have conversations within the organization to determine the needs of the customers.

There are a significant amount of resources out there in the wild and case-studies to help direct your path moving forward, but again, find out what problem you are trying to solve.
