It's not uncommon for individuals to continue their career growth. Generally, to garner increased salary and responsibility, one must leave the organization for new opportunities. As leaders, we should support those around us to continually strive to be better. Hopefully, and ideally, the organization is able to see the amazing potential they have right there under their nose when it comes to pay increases and promotions. Unfortunately, that is usually not the case.

You can't motivate someone - motivation comes from within, not without. However, you can inspire and engage them. My suggestion would be to read Lencioni's Three Signs of a Miserable Job and avoid committing any of those sins...

Job satisfaction is a good motivation for any worker including IT Technician. A salary increase may not be the right motivation for a staff. Managers should engage their staff to ensure staff benefits and employer' value and strategic goals are given due consideration. An experienced IT Technician should be more motivated with employer acceptance and recognition for expert knowledge.
Abraham Maslow' hierarchy of needs identified the various stages and the needs at each stage. If the IT Technician is at the lower pyramid, he may have interest in higher pay. Employer should provide a conducive work environment, have incentives for capacity development and reward commitment to hard work. These are incentives for growth and self development.
