Does anyone have recommendations to design and establish a Government Framework for Agile Projects?

The interest is to govern and focus on:

a) Potential risks.
b) Deviations.
c) Control of the Backlog.
d) Assignment / use / availability of resources -that potentially impact delivery of functionalities and therefore Time to market.
e) Others

Government or Governance?

As Lenka mentions, check out the PMI APG, the Scrum Guide, and other articles/white papers on Agile practices. By learning more about what is out there, you will be better equipped to determine what is best for your situation.
Thank you Andrew, you´re right, what I´m looking for is Governance tools, dashboards, KPI´s and so on for Agile Projects.

Thanks a lot Arash,

I will look at it, but what I´m also needing is a digital tool, say a dashboard that allows me get KPI´s and how an agile project is progressing, etc. all in an app for example.
