Overview
his case study shares how a major transit agency approached how to plan acceleration on an extremely complex $1 Billion+ design-build contract that had consumed the entire time contingency early on in construction with 3 years’ worth of work still remaining. It explains the unique approach they took to better analyze, understand, and plan to mitigate known delays and future risks on the contract.
Bruce Stephan, PMP has more than 35 years’ experience in program/construction management and project controls for major power, water/wastewater, infrastructure, IT and transportation projects. He has served as an expert witness in alternative dispute forums on schedule delay impact claims for both owners and contractors. Between these expert assignments he remains actively involved in providing program, project and construction management services on large construction mega programs. His expertise includes review of claims and determination of entitlement to compensation, analysis of construction costs, damages, schedule delay, time impact analysis, adverse weather impacts, acceleration, impact, labor productivity inefficiencies, extended overhead costs, differing site conditions, and contractual obligations of parties for a wide variety of claims. He is also experienced in preparation and review of CPM schedules; change order and claims management; design-build and EPC project delivery; construction contract development, negotiation, and administration; development of cost and schedule risk analyses; and development of program procedures and processes, cost control, and productivity monitoring programs. He is a hands-on user of scheduling software, and is adept at using it to determine liability and allocate responsibility on construction claims.
