It amazes me how many times I inherit a project where the project manager created the schedule in a vacuum, and then wondered why they are behind schedule. We shouldn't even guess how long it will take the project team to do their work. Only the people doing the work should be providing the estimates.
Clear instructions are the key to success. It is PMs responsibility to ensure that team has clear guidelines towards execution.
You can not expect, whole team to have ability to decide best path.
