When it is out of scope, it needs more investigation before it is considered a change
I totally agree because there is more than one reason for a project being out of scope.
1. There may be an unclear definition of scope from the inception.
2. There may be stakeholders influencing team members to add or remove features or requirements without the project manager knowing
3. Contractor may have miscommunicated to subcontractors …
PM knows...
...scope creep.

Lack of scope control /
Can lead to death - yes it's true /
- By a thousand cuts.
A PM sometimes have to use his technical knowledge to help/advise stakeholders with determining the scope. This, I would refer to as a measure of scope control. It can help to produce a clearly defined scope.
