3 Techniques for Breaking Constraints

In my last post, I wrote about the importance of a project schedule plan and the fact that a project schedule is generally constrained by various factors. In this post, I'll take a deeper dive into the three techniques that can be applied to address resource and time constraints.

Resource leveling

This technique can be applied to a project's schedule plan when the project is facing resource constraints or when you need to allocate resources consistently and most effectively throughout the life cycle (e.g., all resources utilized at 100 percent capacity by project completion). You'll need to apply this technique when resources are available only for a certain time or when you have resources over-allocated in parallel project activities.

The basic idea behind resource leveling is to recognize tasks, priorities, dependencies and constraints. Tasks with the highest priority will be scheduled first. Others, depending on their dependencies and constraints, will be moved for later or assigned other resources available during this time.

Logically speaking, resource leveling is applied in this order: 

  1. Develop the schedule.
  2. Consider work tasks, dependencies and constraints.
  3. Identify the critical path of your project schedule.
  4. Allocate resources.
Once you have identified resource bottlenecks and over-allocated or under-utilized resources, set task priorities and apply resource leveling. In some cases, resource leveling can lead to critical path changes -- for instance, if you have to extend the duration of a task on the critical path, due to the reduced availability of a critical resource.

Schedule crashing

This is a schedule compression technique for dealing with time constraints without sacrificing project scope -- for example, when you have to meet a hard deadline for one of your project's deliverables.

This technique focuses on the tasks on the critical path. Shortening them reduces the total duration for meeting a given deadline or milestone. And delivering a project in its entirety, with no scope change, in a reduced time can only be achieved by increasing or improving the resources allocated for that task. 

As an example, let's take a software project aimed at creating a new system, and migrating functionality and data from an older system. You could reduce task time by allocating more programmers to develop in parallel the functionality of the new system. Similarly, to shorten the data-migration time, you could replace a regular computing machine with a more powerful one.

Be aware that crashing the schedule will generally increase costs. And sometimes, there will be tasks that will have the same duration, no matter how efficiently they can be performed (e.g., monitoring the stability and reliability of a component for a fixed time). 

Fast-tracking

This is another schedule compression technique that can help reduce project time without changing the scope. The focus of fast-tracking is on expediting certain tasks by overlapping their execution, despite their dependencies. 

Let's take the same software project as an example. Chronologically reversed, programming the new functionality (task number one) depends on designing it first (task number two), which depends on a gap analysis task (task number three). By applying fast-tracking to these three tasks, instead of executing the tasks in a sequence, you can overlap them. You can start the design (task number two) in parallel and lagged with the gap analysis (task number three). Similarly the programming (task number one) will start lagged while the design (task number two) is in execution.

Fast-tracking is one of the most-used tactics to deal with time constraints, but it does have a few downsides. By not waiting for the complete results of preceding deliverables, fast-tracking could lead to delivering lower quality or even reworking some tasks, which can result in additional costs and delays. The project environment can get very dynamic with tasks conducted in parallel. This can be a challenge for project managers, who might lose sight of the bigger picture or get overwhelmed with managing overlapping activities.

4 Signs to Pull Over and Stop a Project

Have you ever seen the award-winning movie Rush? In it, Austrian Niki Lauda, Formula One World Champion racing driver, lectured fellow competitor from England, James Hunt, on risk management. Mr. Lauda states that he manages to a risk factor of 20 percent; any conditions that produced risk over this factor could lead to a deadly accident. At the last race of the season, Mr. Lauda pulls over in a rainstorm as he feels there is too much risk. While this action hands the top prize to Mr. Hunt, Mr. Lauda is unrepentant in his action to pull off the road. He goes on to win more racing world championships than Mr. Hunt.

Projects are like racecars -- both are complicated and exist in environments where there are many moving parts. That's why, as with a race, knowing when to put the brakes on a project will be best in the long-run. Here are four warning signs that you need to pull over:

  1. Accumulated issues with no path to resolution. It is common that during the course of a project, we capture and determine a path to resolution for issues. This path can sometimes involve an escalation to a higher level of leadership. However, if the project has incurred multiple issues where a path to resolution cannot be determined, it has reached a point where these issues will impair both current and upcoming project activities.  
  2. Unstaffed key or multiple roles. We're all challenged to find the right level and skill fit of resources for our project teams in a timely manner. For some specialized skills, it may take weeks to find the right kind of resource, which is why many project managers now build staffing lead time into their project plans. But when a project has either key or multiple roles unfilled, typically three to four weeks beyond their planned staffing date, it will start to cause a drag on the project. This drag occurs from tasks that are due to start with no resources available to do the work. 
  3. Lack of sponsorship. I have experienced unplanned exits of project sponsors for a variety of different reasons. I have also experienced project sponsors that are not willing to sponsor anything about a project. In both of these cases, you need to find a new project sponsor, fast. Without a sponsor, a project will not have the key decision-maker needed to guide its long-term course. While the typical remedy is just to keep working on the project, an unfilled sponsor role is setting your project up for a lack of attention and visibility within an organization -- and ultimate failure.
  4. Unclear or fluctuating success criteria. A project must have a clearly understood set of success criteria. However, changes in project sponsorship, business conditions and other internal/external factors can sometimes cause major changes in the success factors of a project. If any of the success criteria change, it is a good time to pause the project. Based on the new success criteria, work with the project leadership team to re-plan the activities, schedule, resources and budget for the project.
We are typically judged by the amount of progress we make as well as the outcomes from our projects. But we should also be judged on our ability to cease projects when the level of risk is too high. Although it might seem like a sign of weakness, stopping and re-directing a project incurring too much risk can reduce the potential overall cost and preserve its value proposition.

Two-In-One Success

Throughout the evolution of the project management profession, project performance has been scrutinized to determine success and failure rates. This is especially true for IT projects. 

Since the mid-1980s, many organizations have shared their IT project results for one study in particular, The Standish Group's CHAOS report. The survey typically includes questions about project requirements, project budget, project schedule, project stakeholders expectations and use of new technology. This "state of IT projects" report has been used as a reference by the project management and IT communities as a lessons learned guide, even when IT projects have failed. This led me to wonder: In which context is an IT project failure analyzed?

Let me explain. If the success or failure rate of an IT project is analyzed in the IT context only, then the analysis may ignore the organization and its vision, mission and strategy. Analyses that are not supported by a holistic approach may propose an incomplete diagnosis that may lead to misinterpretation of project success or failure.

A holistic analysis integrates other factors, either internal or external, that affected schedule, budget, requirements, etc. For example, a project's scope may be impacted by a new government regulation or a sudden change in the organizational strategy. Factors such as these may trigger a domino effect on the schedule and budget, too. And that would call for changes in the scope, schedule and budget -- otherwise, the organization is at risk of not achieving its strategic goals. While changing those project attributes make the organization successful, it might result in the project itself being considered a failure.

But organizational success doesn't need to come at the expense of project success. That's why more organizations are using projects as enablers to reach organizational goals. One way to make that happen is by adopting the Organizational Project Management Maturity Model (OPM3®). OPM3 translates organizational strategy into a portfolio's components (i.e., programs, projects, operations, initiatives, etc.) and aligns them to overall strategy. This alignment can create the required synergy to produce the products and benefits to achieve strategic goals and meet or exceed the stakeholder's expectations.

OPM may be in the early stages of adoption, but so far I have seen it provide value to the organizations that use it. I know this from first-hand experience. While I was working for a global leader in logistics, OPM3 was embraced with excellent results:

  • Project management expanded its coverage and reached business functions
  • Cross-functional communication improved 
  • OPM3 facilitated the identification of dependencies between business processes and projects in the portfolio
  • Stakeholders became fully engaged when they saw projects as strategic enablers to achieve strategic goals

Embracing Complexity

We must learn to manage complexity, as it is not going away any time soon. The ability to do so may be the differentiation needed to ensure success for individuals and organizations.

According to PMI's Pulse of the Profession® In-Depth Report: Navigating Complexity, the most defining characteristic of complexity is ambiguity. This ambiguity can come from requirements, resources, schedules, goals, or a variety of other sources within or outside the project environment. It can even be present due to diverse perspectives of what some people consider to be clear. 

Ambiguity offers a unique opportunity to embrace creative leadership and operational agility. When faced with imprecise requirements, or any other nebulous situation we are forced to investigate, we should be proactive rather than reactive, be creative and communicate more. We have the opportunity to explore new territory and dabble in innovation.

Below are some suggestions on how to make the most of ambiguity in a project environment:
 
  • Set the tone. Recognize that there can be value in ambiguity and adopt a flexible approach to handling new or better-defined information. Your attitude is contagious to the team, to the customer, vendors, everyone. If you exude confidence and acceptance, then you are allowing others to feel positive about it too. Set expectations early that ambiguity is a challenge and an opportunity for the team.
  • Identify ambiguity. Identify areas of ambiguity, from the earliest point in the project. Often simply understanding and documenting what is vague currently, or expected to be unclear, provides some clarity. 
  • Reduce uncertainty. Not everything must be clear in order to move forward, but clarity in certain cases is extremely valuable. Distinguish between what needs to be defined, and what can remain vague. For example, defining roles and responsibilities early will allow the team to save valuable time and resources. Where ambiguity can be avoided, it should be eliminated. 
  • Accept appropriate ambiguity. There will always be facets of a project environment that are out of our control and subject to change or doubt. For instance, government and industry regulations demand compliance yet may be subject to interpretation. Accept the fact that there will be some ambiguity that will remain through a point in time, or even throughout the project, and will need to be addressed as part of the management process.
  • Encourage creativity. Encourage creativity in yourself and the team. Consciously consider the possibilities -- allow yourself to "look away" from each challenge, to tap into connections and options that may not be obvious otherwise. Give this permission to the team as well. Keeping an open mind to new approaches will allow for greater flexibility and options in handling a changing environment. 
  • Be inclusive. Great ideas can come from anywhere. Include the customer (internal or external) and other stakeholders in the quest to apply creativity to ambiguity. IBM's Insights from the Global CEO Study notes that the most successful organizations co-create products and services with customers and integrate customers into core processes.
  • Improve communications. When a project lacks clarity, more open and regular communications are needed. Communication is essential so that everyone is aligned in their acceptance -- and rejection -- of where the ambiguity lies in the project environment, and so all are aware of decisions and clarifying information. PMI's Pulse of the Profession In-Depth Report: Navigating Complexity concludes that organizations ranked "effective communications to all stakeholders" as the factor having the greatest impact on the success of projects that are highly complex. 
Calling upon creative leadership techniques, increasing the frequency and depth of communication, and remaining agile in execution are key approaches to make the most of the presence of ambiguity in a project environment, reducing complexity, and thereby improving the chance for success in meeting project goals and realizing intended business value.

Managing to Go Green

Is it expensive to build and run a green factory? I had been wondering this before meeting Chuang Tzu-Sou, director of the new fab planning and engineering division of the Taiwan Semiconductor Manufacturing Company. His opinion: "Not at all!"

The construction cost of TSMC's 14th semi-conductor manufacturing plant, compared to older facilities, only increased by 1 percent. And while the budget for "Fab 14" ("fab" is short for fabricating of semiconductor chips) was US$50 million, it is expected to easily recover this cost in electricity savings within the next five years.

One of the major cost savings resulted from rethinking the industrial boiler. A major part of Fab 14 would be a boiler facility costing almost US$2 million -- industrial boilers are an integral part of the semiconductor manufacturing process, but they emit a vast amount of wastewater and carbon. Yet after researching alternate production methods and taking a close look at available technologies, they managed to do away with the boiler facility. That resulted in cuts in both Fab 14's building costs and carbon emissions once operational.

Mr. Chuang, the program manager, thinks this cost-saving measure was possible only through a manager's ability to understand and motivate workers. He felt his technicians were individuals who tended to be most capable of solving problems on their own. However, being scientifically trained and aware of business constraints, they would go with what they knew would solve a problem. They are pragmatists who evolve their knowledge slowly and are not prone to experiment with new solutions. So Mr. Chuang realized he would need to inspire them, remind them of the bigger picture, encourage them to keep an open mind and give them sufficient time to search for new solutions. 

These cost-savings affected just one building of a facility that's part of a bigger factory complex. So how did Mr. Chuang and his technicians expand savings across all Fab 14 buildings and activities? He again encouraged his team to think outside the box. His technicians devised a way for the hot air generated from semiconductor production to be circulated to other buildings and work areas for their own use, such as for air conditioning. This created an additional US$230,000 in electricity savings. 

The technicians also developed a way to purify large amounts of wastewater, enough to supply half a million people with clean water for daily use. Apart from improving the efficiency of Fab 14's construction by recycling 90 percent of the wastewater (one of the highest rates in the world), this also cut supply and recycling fees. This meant a combined savings of up to US$88 million annually.

Based on this experience, Mr. Chuang and his team realized that improvements in individual areas didn't amount to huge savings. Instead, it was making sure improvements were sought across the whole factory complex and at all stages of production. It was the creation of a green supply chain that made a change toward sustainability both possible and profitable, and TSMC is now trying to put that change into place for all its Fabs. The ultimate plan is that this will help stimulate other industries to do likewise and cause improvements for generations to come.

While the vision for this program came from Morris Chang, the chairman of TSMC, it was realized by Mr. Chuang. Mr. Chuang succeeded by focusing on the bigger picture offered by the whole program, instead of getting mired in the problems of individual projects' technical difficulties or budget overruns. By relating Mr. Chang's vision to an organizational mission, Mr. Chuang ensured short-term problems and opportunities were dealt with in a way that fed strategic long-term goals.
