To be able to effectively measure the complexity (difficulty) of projects among the project managers, a maximum project is calculated (simply the largest and longest project of the company multiplied by all maximal values of difficulty). Details of the parameters and formulas can be found in this Excel file (everybody can freely adjust the parameters to meet his or her needs; the parameters in this file were agreed on as a consensus with the author's colleagues in the PMO).
