What are the best IT Project Management Tools for Higher Education

While there are many tools out there for Project Management, I am looking for best of breed when it comes to IT Projects in a higher education setting. While there should not be a difference as to what industry a tool is used in, Higher Education has unique needs that would make certain tools harder to implement than others - any advice?
