Resource conflict

Hy All,
Currently,Need you all advice .

I have team leader that not understand detail of the project. And I have a team member that understand detail of the project. I saw a lot of conflict with both of them. My team member do passive action and my team leader didn't choose him to do some work or consult with him.
Its impact will be make terrible situation on execution and migration phase.
I have approach and persuade both of them. But team leader still have a selfish and try he best effort to do the job.
I really confused with him.
Whereas my team member have best skill and knowledge. And he is the only one that involve to build this project.

I really worry about it, especially impact on execution and migration phase.
Any one have this situation? And how to solve it? Have I resuffle my team leader?

Hendry, I would conduct a meeting, involve team leader and his line manager (if you are not). Set ground rules for getting work done through team member. Communicate to the team leader the importance of the team member and the project critical skills he posses. Review situation periodically, say weekly, and if the situation still the same then reshuffle the team leader.

"understand detail of the project", what does mean? If it does mean to understand technical components in detail then it is not a leader responsability. If it does mean that the leader has not general knowledge about technical components then it is a failure of the leader. A project leader must not be the subeject matter expert relating to teachnical aspects of the product to be created.

In This situation the leader has not general knowledge about technicall component, and he didnt assigned him to perform a task.

On the surface, this sounds like a failure of delegation & leadership on the part of the team leader. Have you met with him 1:1 to review your concerns with how this is impacting the project's performance as well as the morale of his team member?

Do you have a formal reporting relationship with the team leader or does he report to a different functional manager?

Thats Right Kiron. i did it. and i saw that team member didn't like what leader do. so do i. i have gather information about this issue. and i saw that between functional manager and team lead, didn't understand what was happen.
and just do what they want to do.

Yesterday i have meet all of them and try to present this issue. but i still saw advocacy and not transparant.
and i saw member still quiet and try to compromy this issue.
i'm not happy with this.

and just try to encorage them.

The biggest problem is that work only works when I sit with them and give directions.
i saw team member need skill to lead and have knowledge about this project. but even functional manager and project sponsor believe that the leader can did it. or in other word they try to experiment in this project.

i really tired.

Hi Hendry, these are tough and challenging situation.
You can have one to one sitting with your team leader and explain him your points and try to understand from his perspective.

Probably @Hendry, as most PMs, has no formal authority over the team leader so he can't replace him or order him to act in a certain way. If this is true then the only option is escalation to the team leader's line manager.

If @Hendry had the formal authority he could order the team member to work on those tasks and disregard the team leader's instructions. Most likely he can't do this.

In this situation, I have a leader who has no direction and work by order.
The biggest problem is that work only works when I sit with them and give directions.
I have try to discus with sponsor. and my voice just like the wind that blows.

i think thats why one of definition of project "unique".
