Does anyone have recommendations for a good requirements management tool?

Our organizations has thousands of customer requirements in multiple, individual spreadsheets. There's got to be a better way...you spend days justifying your business case through requirements traceability - and then as you decompose the requirements into work packages & activities - the requirements traceability matrix becomes unmanageable. We often find ourselves competing internally with mutiple project fulfilling the same or nearly identical customer requirements because of spreadsheet version control...there's got to be a better way!

You might find the following standard a useful source:

ISO/IEC/IEEE 29148:2018 Systems and software engineering — Life cycle processes — Requirements engineering

I don't know where you can find it for free, but it is available for purchase.

With thousands of requirements, I'd definitely move beyond spreadsheets. The bigger issue is having one source of truth with proper versioning and traceability so teams aren't duplicating requirements or maintaining separate matrices.
Visure is another alternative worth considering for that kind of requirements-heavy environment. Whatever you choose, I'd define the requirements process first and then select the tool that supports it.
