I think some of the general things necessary are transparency, respect, honesty, a culture of no fear where mistakes are allowed and not chastised, rules of engagement within teams...I am sure others will chime in with more.

1. Model the right behaviors yourself. It does no good to tell folks to not multitask or to disconnect after work if they see you doing these things yourself.
2. Build a safe working environment. That means a zero tolerance rule for verbal abuse.
3. Take the time to get to know your team members as individuals. Over time, you will start to pick up on how they are feeling so that you can be more supportive.

To foster emotional wellbeing a project manager should always encourage the team members to have an optimistic approach towards work and life despite ups and downs.

Sure. But still the context must be taken into account. Including it the organizational culture that will impact in things you can do or not.
