Person A is in IT Department and Person B in X department.
Many a times it is happening that B is sending some HTML/ Javascript code to A to use in some existing tools developed in SharePoint Online. A is not liking this unexpected or not-asked help. Apparently B is reporting to me.
What approach should I take to settle it permanently? I am plannig to confront B and communicate that this kind of help can be done indirectly and not directly. Saving Changes...

Sending code without any request ... its puzzling.
Purpose/contents of such HTML/Javascript code may need to be investigated. One can assume A & B are of same gender to rule out other issues.
Time/effort spent by B in developing/downloading code from sharepoint also need to be factored.

As you depicted in the situation Person A and Person B are from two different departments /Business Units. Therefore, they have to follow the Group Policy guidelines before sharing any code files, artifacts, documents etc.
In General Group policies always says follow the process before sharing anything across departments. If we follow the process unwanted troubles can be avoided with permanent solution. In case guidelines are not existent as of now then i would say it's an opportunity to create as per your business model. Saving Changes...
Why is A not directly going to B to hash this out? Escalating to people managers first is not indicative of a healthy organizational culture...

IF I understand correctly, B may be excited about features/coding that can be used in SHP but IT might have very formal procedures to work with you and your department to roll-out new SHP features and want to follow them.
