New Construction Site Manager Needs a Help!

I am now hired a new position as a Site Manager in a Construction project of 1*650 MW Super Critical Power Plant - Steam Generator Electrical Scope, and I need a help from our project management community to how I will start the right start? Please help me from your experience beside the PMBOK knowledge as at Egypt, It almost not every company work according it?!

A good start will be to:
1. Familiarize your self with the scope of work, contract documents and project charter document. .
2. Look at the responsibility matrix and know who is responsible for what and what
3.Find out who are the key stakeholders,sponsors and project team members
4. Have a meeting with project team members and know the roles and responsibilities of each personnel and the deliverables each are responsible for
5. Have a look at the project schedule,read status/progress report and any hand over notes
