Project Sponsor or Vendor Owner, Who Should Sign?

When an addendum to a vendor contract is required to move forward with a project, who should sign the SOW? The Project Sponsor or Vendor Owner, if are different. For example, IT owns the vendor however the Project Sponsor is under Marketing.

You may be mixing terminology here. I would expect that an addendum to the contract be signed by signatories of the original contract or their delegates. The SOW itself is only a component of the contract, and who is responsible to sign off on that detail level work will depend on the designated Responsibility Authority and Accountability (RAA) within the organization. For example IT might sign off on the work saying that it will meet the intent of the addendum, while Finance may be signing off on the cost of the work.

It depends on the contents of the contract and other binding documents. Generally, whoever signed the initial/previous version is the person should sign the amendments.

It should be the people that signed the original contract or delegated people or people identified in the contract for the specific document.

The answers provided so far, Joy, are correct for the contract. As for a SOW, it's not unusal to have different or additional approvers, usually stakeholders closer to the work.

Usually for SOW you need additional technical reference points to agree and sign before signing from original contract approvers.

Putting function names and role descriptions aside the SOW provides an account of what work will be performed by whom for whom. So it makes sense that the appointed representative on the receiving side should accept the work described in the SOW, thus the SOW itself. But like most things it needs to be accepted by both parties since there is no rule that states who should compile the SOW. It might be the Vendor, the customer or a collaboration.
