Hi, Stephane do you think instead of piggybacking legal servers could it be possible for the dark web to be functional on its own? No IANA or established DNS servers? For example, it is said Russia and some countries want to create alternatives to DNS technologies.

This is definitely feasible and would effectively be like how the original Internet got started with ARPAnet. However, setting up that infrastructure would be a significant one-time cost so the benefits would need to outweigh those.
