I am seeking to hire a consultant to help our organization create a PMO, governance framework, project charter, timeline, and staffing plan to support us in a major two-year effort. We are replacing a key piece of enterprise software that will impact 275,000 users across 25 institutions. We are also looking for this consultant to perform an external review of our vendor solicitation requirements and a proposed solution to recommend anything we should add to our contract.

Hi Evan,
This is not a very simple task where you can give a job description or SOW for the consultant. And pass the buck. I suggest to work in collaboration after doing all the homework.
Usually, if you are looking for a PMO setup (while this is a step in the right direction), it will require more than hiring a Program Management. This is just my opinion.
Your organization must be willing to take responsibility and come up with a strategy. Whether u want to take a top down approach, bottom up or functional ? These are some questions you need to ask yourself at Strategic level.
A very thorough RISK MANAGEMENT assessment needs to be done knowing the IMPACT it can have. on the entire organization and supply chain.
Another thing, you can do is complete the projects in phases. This way risk is reduced and you have most parts or groups of organization functioning. A time limit or horizon needs to be set u as well.(two years in this case)
In addition, categorize users and institutions and do your research to see exactly how many different groups (products,vendors,..etc..) will be affected or impacted.
The impact of not implementing the project by consultant based on your strategy is very HIGH and you need to know where exactly to draw the line (risk sharing and transferring).

As a consultant, the first thing I would like to know is whether the PMO will report to Sales or Engineering. This makes a huge difference in the effectiveness of the PMO leader among the engineering resources. When selecting a PMO leader, you should know if the person knows both the science and the art of project management. Most PMP certified candidates will understand the science but few will know the art of this craft.
