Without more context, it would be difficult to provide any specific guidance but two types of deployment approaches come to mind:
1. Geographically - e.g. site by site, or region by region
2. By component - e.g. wireless access points first, then LAN infrastructure
Assuming "rex" is a short form for requirements, those will really depend on your stakeholders' needs and wants so you'd want to start by identifying who those key stakeholders are.
Your requirements should dictate your scenarios. Think of them like user stories. What are your needs? How many clients, bandwidth per client, portability needs, security needs, etc. What capabilities already exist and what is the gap between current and expected future state?
From there you can develop scenarios like upgrade vs. replace, phased approaches, hardware and software alternatives, etc. Saving Changes...
