Bast practice for a PM is to hire a systems engineer with significant experience using DOORs or similar. Requirements management is a very involved subject often handled by specialists on specialty tools which allow traceability from parent to child requirements, allocation to systems and subsystems, etc.

Barring that, I'd look to the INCOSE standards, writing guide, and working group documents.

You can use a requirement management software like "Flow", which allows you to assign requirements to the members of your team, include documentation, and has a powerful interface that links requirements to design tools. Also, it generates a traceability dashboard, where you can see requirements processes from design to release.
