Using Microsoft Loop

The organization I work for is a MS shop, Office 365, Sharepoint, Teams, etc... I've been asked for advice to help a team that is running into the issue of staff working in Team chats (e.g. making decisions or following up on a task) and the result being work that's not visible to anyone outside of the chat. As a PM I know part of the answer is to have a process in place and to follow up with it. Agreements of how to work, etc...  Which I can recommend but wanted to also look into what tools could help with this and came across MS Loop. Has anyone used this? Does it help with Team Chat collaboration as well as visibility? Would be interested to learn if others here have used MS Loop and what they think of it.
