What is the best PPM software that you have used for resource capacity planning?

   Are you able to model different scenarios i.e. put a project on hold and show how resources were freed up based on resource type etc.?  can you model and analyze when to start projects based on resource availability etc?  Please reach out  if you have practical experience in these areas.
