I like to think of a project charter in terms of this article from PMI - https://www.pmi.org/learning/library/charter-selling-project-7473

Formal project charters have not been required at the company's where I've worked. We've had proposals and other documents that contain all of the information you'd expect from a charter, but if I attempted to enforce formal charter documents where I currently work, for example, it wouldn't go anywhere. That said, I am aware of situations at other companies where they are required.

It is a very open question but I fully recommend to go to business analysis related documentation. Search into the practical guide the "collaboration" paragraphs inside it. After that, go to Infinity tool and prompt it.
