Are there real-life successful cases of government-led broadband projects providing zero-cost internet to poor and remote communities, implemented under PMI standards?, any lessons learned?

In many regions of the world, especially in rural or hard-to-reach areas, internet access remains limited or nonexistent, creating a digital divide that affects fundamental rights such as education, health, employment, and civic participation. Some governments and international organizations have promoted initiatives to bring connectivity to these areas, prioritizing vulnerable communities. In this context, there is a need to learn about concrete experiences that have successfully implemented free broadband internet projects for priority social interest populations in remote areas, as a way to guarantee their right to connectivity. But above all, whether in the cases where these types of projects were implemented, it was state policy to manage them using the PMI methodology, and of course, the lessons learned from using the PMI.
