Resource Management and Financial Management - are these part of your scope as Project Manager?

I have had some projects where I managed all of the finances for the project, and others where the business owner managed the finances.

I have years of experience in building teams and developing a healthy team environment, but it has not been in my scope to manage these team member's hours. For example, I was assigned a team member to support creating marketing materials for a new project, but I was not told they have 50 hours available for your project. Do you get into this level of detail and if so, how do you manage it? Is there an application that you use or do you track this manually in a spreadsheet?
