I could not find the dates on PMI website - the only thing is that the new exam specs will be 1Q2018. So we are back to the point it is one year later than usual so the difference between 5th and 6th is 5 years instead of 4.
regarding your other question; like i said, you have to ask this the responsables at PMI, i guess.

Agree a great deal of elaborations but no real structural changes.
Actually, some (not to say many) old timers like me still believe the 1996 and 2000 editions are much better than the recent ones despite the elaborations. A lot of the elaborations is repetition - for example OPA as an input it is repeated 40 times?
