It depends... While not necessarily a Tool/Technique in the formal sense, I believe this the best one for me.
What I mean by 'It depends' is that in section 1.1 Purpose of the PMBOK Guide (in PMBOK 5th edition), PMI provides the flexibility needed to fit your methodology to your organization, to your project, to your situation etc. One size does not fit all, and hence it does not need to be applied as such. I think it depends on the project - different tools work well depending on different circumstances. I don't have a 'best' tool but if I was pushed to say which one I rely on the most I'd say my notebook (I'm not sure where that falls in the ITTOs!).
