If you were to choose one, which would be the best PMI Project Management Tool and Technique according to your personal Experience?

It depends... While not necessarily a Tool/Technique in the formal sense, I believe this the best one for me.

What I mean by 'It depends' is that in section 1.1 Purpose of the PMBOK Guide (in PMBOK 5th edition), PMI provides the flexibility needed to fit your methodology to your organization, to your project, to your situation etc. One size does not fit all, and hence it does not need to be applied as such. It depends...

I think it depends on the project - different tools work well depending on different circumstances. I don't have a 'best' tool but if I was pushed to say which one I rely on the most I'd say my notebook (I'm not sure where that falls in the ITTOs!).

That surely is a good one Elizabeth... :)

Where would the notebook fit as a TT in PMBOK, I would challenge someone to find that relationship, I can't think of one at the moment.

My dashing good looks!

Real answer: My favorite tools are Xmap for mind mapping, MS Excel and Project.

As for a notebook falling into TT, if you really had to go into it then it might fall under Expert Judgment.
