I can think of some more reasons:
1. If your qualification/experience is same or more than the supervisor/manager of the position you are applying for..
2. Some Organizations create positions with "Project Manager" title but actual job function is of "Team Lead" or "Associate Manager". If you apply for such positions, they will tell you are over qualified.
I suggest to read job description carefully before applying and match it with your skill set before applying for the job.. Saving Changes...

In my opinion, this happens when one of the following criteria matches.
- Your qualification does not match with the qualifications required
- It's a different industry
- Company is looking for less experience person than the experience you have
- The requirement does not match
- Skill set does not match but qualifications does
Remember companies look for a better proposition of qualification, skills, experience and remunerations. If they get a better deal then they will go for it to save cost of hiring. In short there can be various factors but ultimately patience is the key. Keep filtering and sorting out the puzzle to best match your qualification and experience. All the best! Saving Changes...

One more important statement, don't feel alone with this (you didn't state you are) as many people, including myself have experienced this. It was moments like that where I, like Julia, picked up a larger bat and swung for one out of the park. Please check Bank of America as I do know they like Tier One vendor experience and I see you worked at HP.
Thank you for your reply I have been submitted to BOA, my job requests are sitting in a static mode at this time. Not moving forward or being rejected I know it takes months for a company the size of BOA to get around to making a decision. Saving Changes...

Agree with Eduard - perhaps it is the level of job you are applying to?
Next reason may be demand, supply and your expectations.
Go on searching till you find the best otherwise follow the steps to rise by joining the one you find in your need.
There is no as such thing that something is for nothing. Therefore if you have over ---it has the value for future.
Finally its the best to engage yourself for searching, getting one and engaginging. Saving Changes...

Have you asked them to elaborate more? I would be tempted to ask them to explain why they think you are over qualified. I would treat the exercise as a two way one and if they provide feedback you can perhaps modify your behavior for future applications.

this is the problem when dealing with head hunters unlike going to a company directly.
this question was in reply to a head hunter that was to get me a job with Verizon in Dallas and when asked why they said " I'm over qualified " left this reply as there final answer.
and this is very typical of the types of replies I am getting from head hunters.
I can handle a reply like " we have found other candidate that better suit the position you applied for" but to say to some one " you are over qualified " to me is was very disrespectful. If I take on any job from PM to clean up the garbage I do it with 100 % and total follow through I take pride in my work regardless of the task at hand , so any one telling me I'm over qualified is really saying we or us or the company does not care to hire you but in the most disrespectful way , ok it am here I just woke up sorry for the rant

I totally understand your rant. I am job hunting too and I have had a number of frustrations that I also find disrespectful. I went to one company for a face to face interview close to a month ago and I have heard nothing from them since. I hope you have ditched that head hunter.

I understand what you are saying all to well, I would say only 10% of the head hunter actually do get me feed back on my submissions, I now ask every head hunter "can you guarantee me a face to face with the hiring manger " funny even this only weeds out 50% of the head hunter that contact me but yes I understand what you are going through so few head hunters keep you up to date on the job submissions they are dumping so many resumes on the company job req. I think they are only looking at job boards and do not have a real PM with in the HR group as a valid contact
