Guatemala Chapter does a yearly congress which I find to be somewhat informative and a good networking opportunity. the downside is that... it´s once a year.
Other than that there are very few benefits from from the local Chapter. There are no meetings where best practices and trends in the profession can be shared, learned and discussed.
I belong to the Costa Rica Chapter as well and the story is the same.
I´ve found Projectmanagement.com to be much better in terms of knowledge sharing, discussions and documentation templates. Saving Changes...
I have been the member of two different chapters in Canada. Both offer monthly dinner meeting and presentation, annual conference, multiple seminars and workshops over the year, Community of Practice sessions, and golf tournament to mention a few. Some chapters are more active and well organized than others. But we have to remember that the chapter leaders are all volunteers like us. They generously donate their time and energy to run the chapter, organize events, and offer benefits. The best approach would be to support the chapters, join the chapter management team and help organizing the events that you like. Saving Changes...

I've been active more or less in my local PMI chapter since joining PMI, probably back in ~95. I was involved in chartering a chapter in Texas, and served in a leadership role for a number of years. I'm a member of one local chapter. They organize few events a year and I believe that these events have some benefits for some of the chapter members. I'm struggling to find time to connect more with this local chapter, but at the other hand, the nature of events is of a medium value for me… At least for now. I hope this will change in the future. In Montréal, Quebec we have a dynamic chapter, Breakfast and Evening conference around 14 per year ($), Annual Symposium($), Many interest groups that organize monthly conference, free.

I echo Vincent's reply however, speak for Northeast Florida (NEFL PMI). I have been a member for just 5 months and I am very impressed with the numerous offerings. I partake in approximately 90% of the offerings and my favorite is the monthly dinner with guest speaker for a different subject every month.
