Robin, if the lessons learned are used to update the Organization Process Assets, such as templates, training and checklists, then new project managers will automatically benefit from past projects' lessons learned.
As for the program team, it should be analysing to see if lessons learned highlight gaps in the OPAs. Once the gaps are identified, you can have a program-internal project to fill them. Saving Changes...

The nature of the gaps usually highlight how the gap can or will be filled.

There are many different lessons learned depending on the size of your project or program. Using the lessons learned is going to be based on the governance strength within your organization. The organization asset should be the living and breathing documentation that lives on the edges of CI (Continuous Improvement). To be effective implement an Organization Asset improvement board that takes lessons learned and focus on the continuous improvement of the following:

• General guidelines
