Colombia viene superando grandes desafios frente a su tradicional gobierno burocratico, modelo organizacional por excelencia en la gestion publica, en gran parte herencia del modelo Weberiano, logrando grandes avances desde la Direccion Nacional de Planeacion DNP y la estrategia diseñada para el mejoramiento de la gestión pública en torno al cumplimiento de los objetivos del Plan Nacional de Desarrollo.
Colombia se encuentra en el grupo de países con capacidades avanzadas de la
GpRD. Sus sistemas de planificación y M&E muestran un alto nivel de desarrollo y poseen metodologías que sirven a otros países como ejemplos de buenas prácticas. En particular, es relevante el uso que las altas autoridades políticas han hecho de los sistemas de monitoreo. Sin embargo, el país aún enfrenta retos importantes, como la integración del presupuesto de inversión con el de funcionamiento, y el fortalecimiento de la integración entre la planificación y el presupuesto.
La función de planificación se desarrolla a través de dos instrumentos: ii) el
Plan Nacional de Desarrollo (PND) cuatrienal en cada nivel de gobierno y ii) los
ejercicios anuales de planificación sectorial. El PND incorpora los objetivos,
las metas y los indicadores verificables, los cuales se descomponen en metas
anuales con el fin de poder monitorear y controlar los resultados alcanzados. Desde 2002 el ejercicio de planificación ha incorporado un enfoque de gestión
orientado a resultados tanto para los periodos cuatrienales de gobierno (PND)
como para el largo plazo (Plan Visión Colombia 2019).
Sin embargo, en la operatividad de la planificación aún existen algunos
problemas. Aunque se identifican los proyectos vinculados a los objetivos del
Plan y estos, a su vez, identifican los productos y las unidades responsables,
la estructura programática del Plan es débil ya que la unidad básica de presupuestación es el proyecto y no el programa. Las clasificaciones programáticas del gasto asociado al plan sólo cubren la inversión, con lo que un importante componente de las asignaciones se encuentra aún desligado del ejercicio de planificación. En lo referente al fortalecimiento de carácter participativo de la planificación, existen mecanismos para estimular el control político, como la rendición de cuentas de los ministerios al Presidente de la República, y de este al Congreso.
Respecto al Tratado de Paz, la estrategia contemplada tiene por objetivo general consolidar una Gestión Pública Orientada a Resultados --GpRD-- del Plan Nacional de Desarrollo. Sus objetivos específicos son, por un lado, institucionalizar el concepto de Gestión Integral con Participación Ciudadana y, por otro, desarrollar en las entidades públicas la capacidad institucional requerida para cumplir con los objetivos de los programas, subprogramas y proyectos bajo su responsabilidad. Para el logro de estos objetivos, se aprovecharán los espacios generados por la ley para la interlocución entre las entidades de la administración pública y la sociedad civil.
Finalmente, creemos y estoy convencido, que el actual marco publico institucional en Colombia viene pasos importantes frente al Tratado de Paz para que los diversos actores puedan no solo acceder a la multiplicidad de beneficios siendo proactivos con el desarrollo de sus comunidades, sino ademas, contribuir a partir de sus procesos sociales con modernizar al Estado en pro del Desarrollo Social y Economico del pais frente a sus oportunidades globales como nacion y sociedad competitiva.

Colombia has overcome great challenges in front of its traditional bureaucratic government, organizational model par excellence in public management, largely inheritance of the Weberian model, achieving great advances from the DNP National Planning Department and the strategy designed for the improvement of public management Around the fulfillment of the objectives of the National Development Plan.
Colombia is in the group of countries with advanced
GpRD. Their planning and M & E systems show a high level of development and have methodologies that serve other countries as examples of good practices. In particular, the use that the high political authorities have made of the monitoring systems is relevant. However, the country still faces major challenges, such as integrating the investment budget with that of operating, and strengthening integration between planning and budgeting.
The planning function is developed through two instruments: (ii) the
National Development Plan (PND) at each level of government and
Annual planning exercises. The PND incorporates the objectives,
The verifiable goals and indicators, which are broken down into goals
Annually in order to be able to monitor and control the results achieved.
Since 2002, the planning exercise has incorporated a management approach
Oriented to both the four-year periods of government (PND)
As well as for the long term (Plan Vision Colombia 2019).
However, in the operationality of planning there are still some
problems. Although projects linked to the objectives of the
Plan and these, in turn, identify the products and units responsible,
The programmatic structure of the Plan is weak since the basic unit of budgeting is the project and not the program. The programmatic classifications of the expenditure associated with the plan only cover the investment, so that an important component of the allocations is still disconnected from the planning exercise. With regard to strengthening the participatory nature of planning, there are mechanisms to stimulate political control, such as the accountability of ministries to the President of the Republic, and from this to Congress.
With respect to the Peace Treaty, the overall objective of the strategy is to consolidate a Results-Driven Public Management - GpRD - of the National Development Plan. Its specific objectives are, on the one hand, to institutionalize the concept of Integral Management with Citizen Participation and, on the other hand, to develop in the public entities the institutional capacity required to meet the objectives of the programs, subprograms and projects under its responsibility. To achieve these objectives, the spaces generated by the law for the interlocution between public administration entities and civil society will be used.
Finally, we believe and am convinced that the current institutional framework takes important steps towards the Peace Treaty so that the various actors can not only access the multiplicity of benefits by being proactive with the development of their communities, but also modernize the State in For the Social and Economic Development of the country in face of its global opportunities as a nation and competitive society.
I agree with Fabio. Ther peace treaty is great, but I don't think that will bring economic improvements. Even more, the government have to expend a big part of the budget in the reincorporation of that groups, in this case, FARC, so, have no money for new projects but only for continue the country's common operation. Project Management will be very helpful by the peace treaty in Colombia. Because many developed countries and European countries assigned resources to the peace proccess to Colombia and disburst this resources for victims and to repair victims. In this sense, there will be money and budget to execute community projects to rebuild villages, create new sources of employment, propose an alternative crops instead of drugs crops (coca), develop infrastructure required from the Country production sites to populated areas, and develop a model to sell this products in populated areas. the Big concern here is that current corrupted government (Executive, Congress and High courts) not take advantage of all these fresh resources to deviate them to their pockets and at the end, in spite of peace Treaty, People located in far away sites continue without government presence and without a practical solutions and inclusion in the country society, generating other type of society not more just (in opposite way inequitative) and generating a new type of violence worst than Farc Guerrilla genereted in the past. this was in 2016, today after the proposal of two years August 2018, I would like everyone to go back to Hilo and review their opinion and compare it with the events in these two years.
Really the Gestiones like the one of projects follows in its course advancing, improving and being perfected for a better and greater work more and more, to the advance of the sciences arts and technologies in the middle of the societies.
