I want to setup/document a process or document a project delivery framework in my organization, how do I move ahead? Please help.

I want to setup a process for project delivery framework. E.g. how to on-board resources, how to handle contracts with vendors, monitoring project work, manage stakeholders etc..

All this stuff are components of each knowledge area you use as the plan for this area (for example Project Cost Plan). A plan is intended to answer five questions: what/when/how/who/how much. You have to write a document answer those questions.

Sounds like multiple processes, Gourangi. I suggest you keep them in separate artifacts - e.g. documents - to make maintenance easier.
