How much do you think learning and mastering a software will make one a better project manager? What sequence do you suggest; first learn the software then project management OR otherwise. It is observed in organizations where project management staff believe they are expert in project management while they are users of project management software (often a fraction of its utility). Learning a project management software doesn't give you experience of actually implementing a project from initiation to closure. A project manager becomes better day by day when he/she start working as a project manager, gain experience in planning/executing/controlling processes.
Learning a project management tool will make you expertise in using the tool, but not in communicating/negotiating with a client. Unless interpersonal and negotiation skills are improved, you cannot become a better project manager. Saving Changes...

It's important to understand and know how to use the tools required to navigate through one's profession. Mastery is not the level at which needs to be sought after. Simply enough to do the necessary tasks for the job at hand - plus some. Not all organizations use the same tools, or in the same manner.
That said, what I have found to be helpful, is staying abreast of new versions, capabilities, tips and tricks, that will provide an advantage in performing every day tasks.
My opinion is to focus on the profession, learning the tools necessary at the time. We all have used various technologies enough (generally speaking) to have enough of a foundation to learn quickly.
