Bringing someone onboard who is a certified PMP will provide the organization with an individual that has a strong foundation, proven experience, and the aptitude, initiative, and motivation to continue personal and professional growth. The existing employee could then partner up with the new team member in a mentoring program and assistant/coordinator.
Some things to consider; does the organization have the bandwidth, processes, and knowledge in-place to provide grooming to the new employee?

Hiring a PMP certified Project manager is always good option if his/her salary budget can be accommodated. Certified PM can bring proper & proven processes in practice and can deliver the training sessions to subordinates leaders or Asst. PM. Or can prepare the customized processes matching with organization needs.
Only one thing I want to mention that organization or other team members should be open to accept the new change. Many times peoples resists for new change and don't cooperate.
This type of things could create frustration for organization as well as for certified PM.
I am not PMP certified, but in my last organization and in current organization when I have tried to implement the new proven processes then mainly I found resistance by seniors. They want to be stick with their old processes where as Directors or CEO wants to implement the processes. Saving Changes...

Hiring a certified person will not assure nothing about your projects will achieve the objectives. Take a look to the PMI definition about what to be certified means. So, the question you have to make is: what does mean project management for my organization? what does mean to be a project manager for my organization?. When you answer that then you can find the right person to do that with the required skills. Mainly because project management does not end in the PMI way to do that. For example, you can apply PRINCE2 and then you will find that, while the essence for project management is the same, things go quit different. Saving Changes...

Sachin, the most important question to answer is whether the person fits your organisational / project culture looking at his/her personality, attitudes, skills and experience. A certification (PMP, PRINCE,...) is an add-on that proves the candidate understands certain project frameworks, but does not give you the guarantee he/ she will be a good project manager. I know a couple of excellent project managers w/o certification and they are simply good in working people. So, in a nutshell there is no one-fits all approach to this question. Saving Changes...
