Good Project Manager - Bad Project Manager

What's the intension behind stating a PM as either good or bad project manager?
Here, both good and bad has pros and cons. What's your insights on this?
What's the measurement for it?

I would suspect it is subjective per the organization's set criteria. The measure will then be against that criteria. The general measure would be on if the PM is satisfying the requirements of the position they were hired for.

Yes, I agree with Andrew. A hard task master, sometimes even a bully is also a good project manager, because they are able to get the work deliver on time and on budget.
But, my experience is that if a PM is a good problem solver, critical thinker, has a skill that balances both the soft and hard sides of a task and efficient communicator, anyone will call him/her a good PM, because the projects won't slip either. People are willing to work rather forced to work with such a PM:-) and I am happy to share that I am being called a good PM always:-) (not intending to brag:-))
