Stakeholders by definition are anyone that is involved in the project in any form. Stakeholders are everyone(internal or external) that are involved in the project.

the H.R.knowledge area is explaining about how to deal with project team (i.e. part of stakeholders). So, it can be subsidiary of Stakeholder.M.

The reason for the human resource management knowledge area is specifically for your project team members.

Your team members are stakeholder and should have the privilege of being treated as such. On the other hand, they are so much more and deserve additional processes, tools and techniques.Hence, the extra knowledge area for them.

Please note that PMBOK, 6th edition, is dropping the word "human" from this knowledge area's name.
