You say the keyword already in your question - "most suited". There is no one-fits all software. It depends on the project needs and the role of the PMO. What I can tell you from my projects is that we use MS Project (Server) / MS SharePoint and in dedicated projects I used also Rational Team Concert (here the focus was more on Business Team - Development team collaboration, but the dashboards where also used by PMO).
