You should always escalate problem, not person. But what if the person is the problem?

What if you have a very negative stakeholder, that will be process owner, but he don't want that problem, and no persuasion, advertising or motivation system is not working? It looks like he don't understand what is going on, and he don't want to start understanding. Additionally he sends communicates that the project is not managed properly, that he don't know what to do and how the process will look like (there are process maps, RACI, and regular meeting, he received training on the process, he could shadow similar process, etc.)

I don't know what else could I do..

Kiron took the words out of my mouth. It's either passive aggression, ignorance, or they just want the project (or you) to fail. You have stated already that you have met the stakeholder, they seems ok, and then as soon as you leave the same behavior exhibits. It's time to get this stakeholder and either a sponsor or senior manager into one room and nut it out. At the very least you need it documented that he agrees or disagrees, so that you have a level playing field to work with. I know most of my colleagues here would suggest to try and smooth it over with this stakeholder, and to some extent they are right. But your priority is the project, not one stakeholder, and smoothing or getting down to the issue (or their issue) could take time. But the project schedule is finite and that must be your priority.

My opinion is : have a face to face meeting and explain about your request and your requirements from him/her but if he/she has some concerns try to solve otherwise if he/she is playing then try to remove / minimize role and responsibilities and find a substitute as your project is more important rather than waste your time to bring him/her in right way... Some people wants to play so only solution is need to eliminate them to get succeed. You shall treat as high risk !

There are not positive or negative stakeholders. There are people that have a perception and you have to work on change or not the perception. When you understand that then you can work with it. In our case we use a method named "Solution Selling" or "SPIN Selling"

Acting as a Pm, i need to manage stakeholders. I need to motivate, persuade and influence people at all levels.
I experienced one member of my team that had not get the behaviour i expected. I first try to understand the issue directly with her but no answer. I try also with her collegues.
And then i guessed that some issue in decision i took giving more Responsability. more leadership but not to her. In fact i didn not take care enough about what was her motivation for her... What was her challenges...
