whats the nature of work and contract?
None of the PM processes change apart from making sure you give due considerations to policies and requirements from the Govt Body in planning stages. i have no direct work experience in Mexico, but assume Stakeholder management could be a challenging task for you. i would be keen to see other comments. We are working on the automation of the public transportation, using what is call as IOT (internet of things), with a central mainframe and connecting all the buses to the system and users, installing cashiers machines to reload credit on rfid cards.
Contracts are several, we have the hardware suppliers, the service suppliers, we have contracts with companies form maintenance.

I managed a hugh project in Argentina and two pretty smaller. Is the same than in other type of projects: people must feel they are more rich with the solution then without the solution. Rich does not means more money only. But what does mean depends on your project stakeholder analysis which is critical in goverment projects. This is my first time working for government, it is very different from working on private companies, mostly what I have seen is that the work is assigned to suppliers by contracts and in many times the scope of each contract is not well assigned or responsabilities are in the edge of 2 or 3 companies. I've worked in both public and private sector and a couple of things which I noticed about the former which, while not absent in private sector are less common are:
1. The drivers or rationale behind projects can often be murkier or less obvious. As such, it's important to get a good handle on WHY a given project is being initiated.
2. You are usually operating within fixed funding envelopes and it's very difficult to accommodate negative cost variances and/or change requests with financial impacts.
