Thanks for asking Rami. I am often told to do an exhaustive requirements gathering process to build a tool. The implementation of the tool will require huge levels of buy-in and change management. These usually fail, if we look at the statistics on project failure.
My approach is to design enough of the tool that we can offer efficiency to the project manager, which makes them want to use it. Since they want to use it, the data we pull for reporting becomes more valuable. As everyone sees the value, they will help define the changes necessary to make the tool better. Build it out later, means that we should launch tools that are simple, with the intent of adding more functionality and complexity later.
