How and what strategies are used to achieve the goal to make the client to sign off BRD knowing that he added alot of new requirement over what was proposed already in the BRD

Many project requirements (BDR) are too specific leading to design evolution and clarifications being seen as changes. Some project requirements even include implementation methods and processes making it almost impossible to effectively deliver the objective.

Ultimately the client is at risk and thus calls the shots. The client has to be made aware that revising requirements has consequences and that the sooner the requirements are solidified, usually through the BRD, the more effective is project delivery.

One has to keep in mind that effort (costs) and schedule are elements of project requirements and scope cannot be considered without looking at the effect on cost and schedule.
