Can Project Management discipline enhance continuous operational efficiencies

1. Can the democratic states run their governments as projects for each term of office?
2. Can companies run their operations as projects for each financial year?
3. If yes, what will be the constraints and deviations from conventional project management practices?

While change-oriented initiatives would certainly benefit from project management discipline, operational work might not be able to justify the overhead costs involved. If there are issues with how operational activities are being performed, then operational excellence projects such as Lean Six Sigma projects could be one option to improve things.

I do feel that a project-based approach to addressing government work which does lend itself to such oversight would provide greater transparency to citizens and reduce the likelihood of hidden corruption and vast cost and schedule overruns.

While there are many different opinions on the role of governments I would consider them more like programs containing many diverse portfolios, and consider operations in a similar way. They certainly benefit from projectized work, but projects are temporary nature while societies and businesses are hopefully far more enduring.

While business leaders and government administrations change, an incoming administration has running the core business as a first priority.

As a project manager, I come in the first day of a job understanding that the day-to-day business is being managed, and I am focusing on specific areas of change. As the new head of an existing organization, my foremost thought is don't break what's working and next is how to implement improvements. The goods must still go to market.  The water must flow when the tap is turned on.
