Introducing the Project Management in Organization (Bhutan)

How to introduce project management in the organization which can bring the impacts in the project particularly for developing countries ? How to let the supervisor know that its not a additional administrative work but it will help the project in achieving its success with minimum changes in the scope and timely completion of the project.

This is effectively a sales exercise and like all selling, there are many ways to do so. You could use a fear-based approach (e.g. look at the money we've lost on past projects where we didn't use PM), a risk-based approach (i.e. showing that PM is like insurance for the project investment) or a proof-based approach.

For the latter, demonstrating the value of pragmatic, disciplined, right-sized project management approaches and practices on a small but complex project is one way to create the appetite for change.

it is simple: make visible that all human being in this world is performing project management activities from the time they wake up to the time they go to bed. The difference is the grade of "formality". That´s the point where you have to take into account the point in the organizational life cycle your organization is. For example, if your organization is an startup, the focus is making money, then it is quit difficult to inset project management process with a grade of formality. You have to ask yourself. Why to do that?

ARUN GURUNG Try implementing the project management in a small scale project first - Understand the benefits and discuss how it made differences. The only way to convince the stakeholders / supervisiors if they see them first hand. I have similar experience where we wanted to implement - ChatGPT with in the organizations for documentation and helping BA's to prepare documents and other activities. There was a resistance, since the management was bit reluctant in doing the same. We tried the same in the smaller scale and now we have a enterprise version of ChatGPT implemented throughout the organization.

Only way take it forward to show them :) hope it helps.

In my experience, building new PMOs for different organizations, and mentoring project managers and PMO manager, the basic regards on 3 main steps.
Understanding an organization's strategic plan, values, and key performance indicators is essential before introducing project management practices. In developing countries, where resources may be limited, project management isn't just administrative overhead, it's a critical framework that brings predictability to outcomes and significantly increases success rates. When properly implemented, project management methodologies create transparency, establish clear accountability, and enable more accurate forecasting of project timelines and resource requirements.
Project management directly supports organizational goals by ensuring that limited capital expenditure (CAPEX) budgets are allocated to initiatives with the highest strategic value. By implementing systematic project prioritization and selection processes, organizations can build portfolios that maximize return on investment while maintaining budgetary discipline. This strategic alignment ensures that each approved project contributes meaningfully to organizational objectives rather than consuming resources without proportionate benefits.
To convince supervisors of project management's value, emphasize tangible benefits: reduced cost overruns, fewer schedule delays, and improved quality outcomes; all particular challenges in developing country contexts. Present project management as an investment that yields returns through improved resource utilization and reduced rework. Consider starting with a pilot project to demonstrate these benefits, using metrics that matter to leadership, such as on-time completion rates, budget adherence, and strategic goal achievement. This evidence-based approach will help overcome the perception of project management as merely additional paperwork.

- Focus on outcomes: Emphasize that project management helps deliver the intended benefits with fewer changes in scope, controlled risks, and within expected timelines.
