Looks like a project I worked on once. The said they wanted a fish when the scope document was created and midway through the project decided they really wanted a horse.

A cookbook approach to software development --- I was a chef in a former life and I would tell this story to my internal clients who would balk at project estimates. Let''s say you want a layer cake. How long does it take to bake a layer cake? 25-30 minutes. It simply takes that long because certain chemical reactions need to occur. But you say you can''t wait that long. Well, we can do one of two things: (1) I can turn up the heat. You will get your cake sooner, but it will be dry and hard, maybe even burned; the color will be dull, and you won''t eat it and will toss it out. (2) Or I can make you a cupcake. It will bake in 10-12 minutes; the texture will be feather light, and the color will be lovely. And it will taste great. You''ll get your cake when you want it, but it will be a cupcake, not a cake. Which would you prefer?
