With so much advancement in project management and the continued growth in professionalism, why is it that many at the executive level believe it is still all about managing time and budget aka timelines and spreadsheets?

One reason is because PM is sometimes seen as a highly technical discipline -- an area for IT professionals, engineers, etc. and When projects are not recognized as being vital, it is not linked with the company’s strategy.

A really great question. I think the answer lies in the same direction as why management also tends to believe in silver bullets, whether it be tools or the newest method/framework whatever. Just send the head of development on a 2-day agile workshop and your project durations will be cut in half...

I think this is something deeper than expectations, it's about beliefs, imprinted in the brain, part of the personality. Using simple approaches, not wasting too much time in planning and thereby getting stuck in analysis paralysis, but just starting it and seeing it through has worked for them in the past so often and for such a long time, that they belief that every problem can be solved with simple solutions and hard work...
