Maybe in another time long, long ago, we had the luxury to take a little time before making a critical decision. We could weigh the pros and cons and, then and only then, pronounce our verdict.

I've found it productive to identify rules of engagement (ROE) for front-line personnel. When staff have a sanctioned frame of reference from which to make quick decisions, it becomes easier for them to support the goal, and easier for the manager to manage.

Decision Making is a vital component of PM functions. Timely decision is critical for project success. Any decision is driven by experience and available information. Challenge is to make available information at the time of decision making.
All projects, should have Fact Based Decision-making. Often the knowns will change, which will determine a different deicsion (or change control). Ensuring all stakeholders are aware of the assumptions/facts used and having a process in place to manage the risks/changes, is key to the success.
