In 2017, the European Parliament proposed creating a specific legal status for robots. If enacted, the law would apply to ‘smart robots.’ The proposal, if adopted would likely give smart robots (based on early discussions/submissions) sophisticated fully autonomous robots with embedded artificial intelligence and advanced sensory capabilities a special status of what has been deemed ‘electronic persons.’ This would potentially apply to the robot’s ‘electronic personality’ in situations where robots make autonomous decisions and or otherwise interact with third parties independently.
One benefit, this would require robots (owners/designers/manufactures) responsible for all damages and for ‘making good any of those damage associated with the robot and its actions.
Concerns are growing rapidly. Hundreds of scientists, engineers, and technology strategists have expressed deep concerns. In fact, about 150 signed a letter and submitted it to the EU law makers. All in all, this is a very dangerous slope and the technology and society is not ready, nor prepared, for this currently or in the next few years!

I have read this and the link plus other coverage and I don't believe it.
I am glad you stated “THIS IS NO JOKE” or I would have thought it was!
It makes sense that they are identified as electric persons. We can't create frankenstein and then complain that he leaves the nest. I don't see why people don't understand that it is only a matter of time before AI robots will outnumber humans, and by that time, humans will have many artificial limbs, joints, eyes, ears, many vital organs etc...leading to the ultimate AI implant, parts of the brain to improve cognitive ability, memory, decisions based on things like game theory and the list goes on. Who knows, we will probably find a new solution to replace blood that wont have cell decay. By that time, these "humans" will be more robot than human, and will probably legislate to make the 100% robots they created be classified as "people". It makes perfect sense that police, military and even judges (since legal decisions are suppose to be based on precedence = historical legal decisions) will be robots also. In fact, particularly police and military, its inevitable. Now I'm rambling on lol; you can probably guess one of my passions.

I think programming robots with Asimov's three laws might be a good start. However, I think any attempts to give robots emotions might be unadvisable unless we really want to live in The Matrix...

A couple of years ago I was on a panel about AI, Robotics and Emerging Technologies. We were all asked what we thought the greatest issue/challenge would be about the technologies. One researcher said, "Whether to give robots the right to vote would be the biggest challenge." Like I said a slippery slope!

One of my favourite Star Trek TNG episodes ("The Measure of a Man") centers around the right of the android Data to choose his assignments (the same rights extended to other 'living' Starfleet officers). The question then goes to whether Data is a person or the property of Starfleet.
It is one of the episodes where the series turned a corner from being a pure-play sci-fi show to one that brings philosophical questions to the fore.
On reading this post, it seems life is imitating fiction all over again.
