It does heavily depends on employees because if they do not have the necessary skills or motivation, it will be a bit tough for the organization to adapt.

Like most things--it depends!

Our CFO recently said "We've drafted a highly skilled player, let's give him the ball and see how far he can run with it." This was related to an emerging tech project that we haven't done before as an organization. Now, this decision was made as part of a portfolio of decisions, some of which involved very mature/stable offerings.

I think it depends upon the organization's stance on risk/return. Like investors in personal finance, everybody is willing to take differing amounts of risk with differing percentages of their portfolios. My organization's stance is pretty risk averse, but there is a movement afoot regarding proof-of-concept ideas, and experimentation. If we do this carefully, we can develop a method of new technology incorporation. This will lead to a skills assessment, and eventually a training/recruiting plan to obtain/retain the proper talent.
