| Una de las variables del triángulo perfecto nombrado por el PMI es el Costo y dentro de los objetivos de cada empresa es mantener una utilidad adecuada para desarrollarse en el mercado, es por eso que la variable Costo conlleva una gran importancia no solo para el desarrollo del proyecto sino también para la subsistencia de la empresa. Para el efecto de Proyectos vamos a considerar como Costo a la suma de todos los egresos económicos necesarios para la ejecución del mismo. Cada empresa y país mantiene políticas específicas contables y financieras para definir los egresos, para nuestro análisis no consideraremos el detalle de las cuentas sino el control de las mismas. Aunque todas las demás variables de un Proyecto culminen adecuadamente, incluso la satisfacción del cliente, la Variable Costo sigue teniendo prioridad desde el punto de vista de crecimiento de la Empresa, por ello es muy importante la correcta gestión y control de los costos, así como la optimización de los mismos en el desarrollo del proyecto. Aquí presentaremos cincos puntos claves que sugerimos que sean tomados en cuenta durante el desarrollo de un Proyecto con el fin de maximizar la probabilidad de una correcta culminación del mismo: 1. Control Independiente de Costo. Es muy recomendable abrir una cuenta contable específica por cada proyecto, sea que la estructura de costo de la empresa ya cuente con esta característica o no. Manejar una cuenta específica para el proyecto permitirá llevar un mejor control de todos los costos donde podremos: - Identificar los desvíos específicos. - Pronosticar costos futuros. - Tomar acciones oportunas en causa de posibles desvíos. Es recomendable que el control contable no solo se limite a definir una cuenta para el proyecto en general, sino que se pueda abrir sub-cuentas que normalmente van alineadas a los entregables del proyecto y/o a los costos que deseamos controlar a detalle. Esta apertura detallada de costos permitirá identificar que rubro se desvió y decidir de mejor manera las acciones a realizarse. 2. Seguimiento Periódicos de Costo. Como dice un conocido refrán "El ojo del amo, engorda el caballo"; el seguimiento en tema de costo es muy importante, se recomienda que para proyectos mayores a seis meses la revisión en conjunto de los costos sea de por lo menos cada 30 días y para proyectos menores a 6 meses cada 15 días. Esto permitirá ver oportunamente los desvíos y tomar acciones para reajustar los costos futuros, maximizando la probabilidad de cumplir con el presupuesto global del proyecto al finalizar el mismo. Existe hoy en día varias herramientas de IT, ya sean automáticas y personalizadas a la empresa, así como simples hojas de Cálculo que permiten registrar los costos y verificar su avance. Además podemos encontrar técnicas de Gestión de Proyectos como el Análisis de Valor Ganado que nos permite ver por medio de indicadores ya sea de variación o de índices el comportamiento de los costos a los largo del proyecto y su respectiva proyección. 3. Realizar Proyecciones de Costos. El verificar los costos incurridos en el proyectos es importante, pero solo la mitad del trabajo. Siendo la Gestión de Proyecto una actividad proactiva se debe verificar la proyección de los costos durante cada reunión de seguimiento. Esto permitirá definir de mejor manera el costo final del proyecto y tomar decisiones oportunas en caso de posibles desvíos. 4. Mantener al equipo informado de los avances de los Costos. Es importante la comunicación entre todos los miembros del equipo de proyectos, evitando que por falta de información se tomas decisiones no adecuadas para los costos, ya sea por re trabajos, costos nos adecuados, compras inoportunas y/o gastos innecesarios. Al igual que otras Áreas de Conocimiento dentro de la Gestión de Proyectos, el control de Costo no es un actividad exclusiva del Director de Proyecto ni del Administrador de Costo del mismo, la Gestión de Costo se debe realizar con todos los miembros involucrados del proyecto. 5. Considerar los costos necesarios para el proceso cierre del Proyecto. El proceso de cierre de proyecto es una actividad que no se debe verificar al finalizar los entregables del proyecto, sino desde la etapa misma de la concepción. Existen proyectos que al finalizar tendrán costos de cierre, algunos tienen costos bastante considerables, como son: - Trámites legales. - Re disposición de equipos y maquinarias - Liquidación de personal, entre otros. Si estos costos no fueron considerados durante la concepción y planificación del proyecto y durante el proceso de seguimiento tampoco fueron identificados, seguramente deberán ser asumidos en contra de la ganancia del proyecto y de la empresa; en algunas ocasiones estos costos de cierre pueden causar la pérdida financiera del proyecto. Ya sean proyectos privados, estatales o de organizaciones sin fines de lucro, la importancia de mantener los costos controlados y que culminen dentro del presupuesto original es de gran interés para todos los stakeholders e incluso para el desarrollo de futuros proyectos. El dinero es una de las principales variables visible de los proyectos, por lo tanto se debe precautelar que estén siempre dentro de los valores presupuestados y márgenes de desvíos acorde al mercado y autorización del sponsor. Independent Cost Control. It is highly recommended to open a specific account for each project, whether the company's cost structure already has this feature or not. Managing a specific account for the project will allow us to take better control of all costs where we can: - Identify specific deviations. - Forecast future costs. - Take timely actions in case of possible deviations. It is recommended that the accounting control not only be limited to defining an account for the project in general, but that it can open sub-accounts that are usually aligned to the deliverables of the project and / or to the costs that we want to control in detail. This detailed opening of costs will allow to identify which item was diverted and to decide in a better way the actions to be carried out. 2. Track Cost Periodic. As a well-known saying goes, "The eye of the master fattens the horse"; Cost tracking is very important, it is recommended that for projects over six months the joint review of costs be at least every 30 days and for projects less than 6 months every 15 days. This will allow to see in a timely manner the deviations and take actions to readjust the future costs, maximizing the probability of complying with the global budget of the project at the end of it. Today there are several IT tools, whether automatic and customized to the company, as well as simple spreadsheets to record costs and verify their progress. We can also find Project Management techniques such as the Earned Value Analysis that allows us to see through indicators of either variation or indices the behavior of the costs throughout the project and its respective projection. 3. Carry out Projections of Costs. Verifying the costs incurred in the project is important, but only half of the work. Since Project Management is a proactive activity, the projection of costs must be verified during each follow-up meeting. This will make it possible to better define the final cost of the project and make timely decisions in case of possible deviations. 4. Keep the team informed of the progress of the Costs. It is important to communicate among all the members of the project team, avoiding that due to lack of information you make decisions that are not appropriate for the costs, whether due to rework, adequate costs, untimely purchases and / or unnecessary expenses. Like other Knowledge Areas within Project Management, cost control is not an exclusive activity of the Project Director or the Cost Administrator thereof, Cost Management must be done with all the members involved in the project. 5. Consider the necessary costs for the closing process of the Project. The process of project closure is an activity that should not be verified at the end of the deliverables of the project, but from the very stage of conception. | Sabemos que un proyecto es un esfuerzo temporal que se lleva a cabo para crear un producto o servicio único, el cual cuenta con restricciones y limitaciones de recursos. En temporadas de auge económico la mayoría de las empresas pueden identificar fácilmente que los proyectos permiten realizar inversiones y mejoras para el crecimiento del negocio, pero que pasa en tiempo de crisis, ¿es necesario realizar proyectos? La mayoría de las empresas en tiempo de crisis económica y de mercado, comienzan a identificar puntos de reducción de costos tratando de nivelar o compensar la disminución de los ingresos, ya sea realizando la reducción de costos de operación o costos de inversión. La reducción es inminente, pero… ¿Deben ser los costos de los proyectos los primeros en ser afectados?. Para la mayoría de los expertos, emprender en tiempos de vacas flacas no es una mala opción. Más bien todo lo contrario. Es conocido que el símbolo chino para representar el concepto crisis se puede traducir a la vez como peligro y como oportunidad y la barrera entre uno y otro significado está en la mente y la habilidad del empresario. Recordemos que la razón de realizar un proyecto es producir un cambio en las empresas que vaya alineado con sus objetivos estratégicos y su misión, permitiendo así que los cambios ayuden a extender el ciclo de vida de las mismas. Si los proyectos son el medio para generar cambios en las empresas y con ello permitir alargar el ciclo de vida, porqué deberíamos prescindir de ellos en un momento donde más necesitamos producir cambios para sobrellevar las dificultades que el mercado presente. En tiempos de crisis, el proceso de reducción de costos es normal, pero no debe significar la eliminación de proyectos en una empresa; más bien es el momento en que debemos optimizar los recursos de la misma. La mejor manera de optimizar los recursos es eligiendo adecuadamente los proyectos que tengan mayores beneficios para la empresa, con un menor tiempo de recuperación de la inversión y que estén alineados con los objetivo estratégicos vitales de la misma, por lo tanto la priorización de los proyectos se vuelve un tema de suma importancia.
La priorización debe contener los siguientes 6 principios: 1. Debe existir una matriz de priorización general para todos los departamentos de la empresa. 2. Los criterios de priorización deben estar alineados con los objetivos estratégicos de la empresa y su razón de ser. 3. No debe existir solo criterios financieros en la matriz de priorización, puede incorporarse temas como: riesgos, nivel de urgencia, productividad, posicionamiento en el mercado, nivel de servicio, entre otros. 4. Los criterios de priorización deben tener una escala numérica de medición y de ponderación. 5. Todos los proyectos de la empresa, independiente al tipo o tamaño, deben pasar por los mismos criterios de priorización para estandarizar un modelo de comparación adecuado. 6. Los resultados obtenidos de la matriz de priorización deben ser difundidos y aceptados por toda la empresa. En tiempo de crisis es necesario realizar cambios para sobrellevarlo, por lo tanto los proyectos son indispensable en este proceso, lo que debemos tener presente es la optimización de los recursos por medio de un proceso idóneo de priorización y una metodología adecuada de desarrollo de proyectos para reducir la probabilidad de pérdida de recursos durante su ciclo de desarrollo. La clave no está en eliminar los costos de desarrollo de proyectos, sino en priorizar adecuadamente donde se colocan los recursos y que proyectos deben realizarse .en los momentos de crisis. Estos proyectos deben ir alineados con los objetivos estratégicos vitales de la empresa, permitiendo superar las crisis y aprovechar las oportunidades que se pueden presentar. | Durante este fin de año 2017 estuve revisando algunos temas de Recursos Humanos y llegué con una expresión muy interesante : " 1 + 1 = 3". Para aquellos que somos numéricos podemos decir que esto es imposible, que las matemáticas son exactas y que uno más uno nunca dará algo diferente que dos, pero en el mundo del Recursos Humano esto si es posible. Un símil que nos permite confirmar que esto es posible es el matrimonio, dos personas se junta y fruto de ese compromiso existe una hijo/a. La sumatoria de dos individuos da como resultado 3 individuos. Las preguntas ahora son: ¿Podemos llevar este conceptos a los equipos de proyectos?, ¿La sumatoria de los individuos en el equipo de proyecto es superior a cada individuo?. Desde mi punto de vista la repuesta a la preguntas es SI, pero debe cumplirse los siguientes puntos en el equipo: 1. Compromiso: Todos los miembros de equipo de un proyecto deben estar comprometidos, esto significa dar de sí mismo, para sumar más allá de lo individual. El director de proyecto es el responsable de lograr ese compromiso en las personas. 2. Constancia: Nunca dejar de seguir intentando ser mejor en el equipo, de lograr maximizar el potencial de cada individuo. 3. Enfoque: Todos los miembros del equipo deben estar enfocado en el mismo objetivo, de allí la importancia de definir y difundir adecuadamente los objetivos del proyecto. 4. Seguimiento: Es importante que el equipo continuamente se reúna para verificar los avances en conjunto y buscar mecanismo de ayuda entre todos, lo cuál llevará a la mejora continua. 5. Ver más allá del proyecto: El equipo del proyecto son personas que tienen una vida más allá de las horas de trabajo, es importante integrar y reconocer que existe otras actividades que cada individuo debe hacer. Si se reconoce y se ayuda a estar adecuadamente en la vida personal, cada individuo será más eficiente y eficaz en la vida laboral. El manejo del Recurso Humano no es sencillo, pero lo que si estoy convencido es que: "El único recurso que puede hacer que un proyecto sea exitoso o sea un completo fracaso, es el Recurso Humano". ¿Las PMOs Híbridas son la solución? / Are Hybrid PMOs the solution?

| Hoy en día se comienza a escuchar sobre el desarrollo de PMOs Híbridas (Oficinas de Gestión de Proyecto Híbridas). En un estudio realizado por Business Integration Partners (Bip), se evidenció que las principales preocupaciones de las compañías se centran en: - Herramientas Tradicionales vs. Herramientas Agile - Como debe cambiar y evolucionar la asignación Presupuestaria - Gestión del cambio: Roles tradicionales vs Agile - ¿Está preparada la organización para que personas claves se conviertan en Product Owner? - Historias de Usuario. ¿Sabemos escribirlas? Y la pregunta es: ¿En verdad las PMOs Híbridas son la solución a estos temas? En un estudio que realicé en algunas de las PMOs ecuatorianas en este año 2017, se evidenció que las causas por que fallan las PMOs en Ecuador no son principalmente por metodología y/o las herramientas que usan. Abajo pueden ver las principales causas identificadas en el estudio de PMOs, que pueden hacer que la mismas fallen. Los principales puntos que se concluyeron del estudio son: - En el Ecuador se tiene la percepción de necesitar una PMO en las compañías. - No está claro la función de la PMO. - No existe el apoyo adecuado de las altas gerencias. - Se requiere un cambio cultural y capacitaciones continuas. - Se requiere personal específico para la gestión de la PMO. Salir de las estructuras funcionales. - Se debe salir de actividades de administración de proyecto empírica y definir metodología en las compañías. - Hay que mantener un proceso de auditoría y mejora continua.

| Es frecuente que los líderes digan que aspiran a ejercer un liderazgo de servicio. Pero la pregunta más importante que hay que hacer a un líder es: ¿A quién sirves realmente? La respuesta a esta pregunta tiene muchas alternativas y si fuese sincera nos revela muchos datos sobre el carácter del líder y explica muchos comportamientos. Durante mis estudios del Leadership Institute Master Class - LIMC 2018 del PMI, hemos discutido de este tipo de liderazgo y su importancia en nuestra vida, nuestra sociedad y nuestro crecimiento. Un liderazgo basado en el servicio es un increible viaje, que si bien no tiene un repertorio o plan específico es toda una gra travesía del cuál se aprende a cada paso que damos. Investigando un poco más he encontrado seis niveles del liderago: NIVEL 1: EL SOCIÓPATA En la base del modelo se encuentra el sociópata que es la persona que no sirve a nadie. El Manual de Diagnóstico de los Desórdenes Mentales (DSM-III) lo describe como una persona con desorden antisocial de la personalidad, que muestra niveles muy bajos de empatía y que termina destruyéndose a si mismo y a los que le rodean. Afortunadamente los sociópatas representan menos del 1% de la población y ejemplos de esta tipología serían Muammar Gaddafi o Hitler. NIVEL 2: EL OPORTUNISTA En un segundo nivel nos encontramos a un líder que sólo se sirve a sí mismo a expensas de los demás. Son las personas que siempre preguntan ¿Y con esto qué saco yo? Sus principios morales van dirigidos a la acumulación de riqueza y poder, el resto no les importa nada. Como ejemplo tenemos a Bernie Maddoff que se enriqueció de forma desmesurada a costa de dejar en la pobreza a miles de jubilados que confiaron en él o a cualquiera de los responsables de la última crisis. NIVEL 3: EL CAMALEÓN Estos son los líderes que se doblegan al viento e intentan contentar siempre al mayor número posible de personas, ya sea el grupo en el que trabajan, el partido político, los electores,…No se suelen encontrar en los puestos de alta responsabilidad de las empresas, pues su gestión es un fracaso, pero si en el ámbito político. Estos tres niveles no son adecuados para el liderazgo, por lo que vamos a conocer los tres siguientes que plantean distintos abordajes del liderazgo de servicio. NIVEL 4: EL CONSEGUIDOR En este nivel se encuentran los directivos que suelen ocupar la cúpula de las organizaciones. Estos líderes raramente no llegan a cumplir sus objetivos, normalmente los exceden. Peter Drucker los llamaba los “monomaníacos con una misión”. Los triunfadores persiguen las metas establecidas por ellos mismos o por sus jefes sin considerar la misión general, lo que resulta su talón de Aquiles, ya que en el camino hacia el cumplimiento de sus objetivos sustituyen las necesidades globales con sus necesidades personales de triunfar. NIVEL 5: EL CONSTRUCTOR El líder que se encuentra en este nivel lucha no sólo por cumplir un objetivo sino por crear una organización. Estos líderes sirven a sus instituciones gestionando el largo plazo y no permiten ser seducidos por posibles beneficios a corto plazo. Tienen una visión clara del futuro de sus organizaciones y contagian a sus colaboradores energía, entusiasmo e integridad. Son los líderes que permiten que las organizaciones y los profesionales que en ellas trabajan crezcan y se desarrollen. NIVEL 6: EL TRASCENDENTE: Existe un tipo de líder que transciende al constructor. Este líder se concentra en cómo puede beneficiar a toda la sociedad. Se considera un “ciudadano del mundo” ya que se preocupa por todos. Un ejemplo es el Dalai Lama que todas las mañanas al terminar sus oraciones se pregunta: ¿Qué puedo hacer hoy para que el mundo sea mejor? Otro ejemplo claro de este liderazgo es el que ejerce Nelson Mandela. Él es un defensor del concepto filosófico de Ubuntu que implica la necesidad de actuar con humanidad, compartir, tener cuidado y estar en armonía con toda la creación y que promueve la cooperación entre individuos, culturas y naciones. En el campo de la empresa a este concepto se le asimila con el de liderazgo social. ¿Qué creen ustedes, es adecuado este tipo del liderazgo?

Investigating a little more I have found six levels of leadership: LEVEL 1: THE SOCIOLOGIST At the base of the model is the sociopath who is the person who does not serve anyone. The Manual of Diagnosis of Mental Disorders (DSM-III) describes him as a person with antisocial disorder of personality, which shows very low levels of empathy and ends up destroying himself and those around him. Fortunately sociopaths represent less than 1% of the population and examples of this typology would be Muammar Gaddafi or Hitler. LEVEL 2: THE OPPORTUNIST On a second level we find a leader who only serves himself at the expense of others. They are the people who always ask And with what do I get? Its moral principles are directed to the accumulation of wealth and power, the rest do not care about anything. As an example we have Bernie Maddoff who got rich in an excessive way at the cost of leaving in poverty thousands of retirees who trusted him or anyone responsible for the latest crisis. LEVEL 3: THE CHAMELEON These are the leaders who bend to the wind and try to always satisfy the greatest possible number of people, be it the group in which they work, the political party, the voters, ... They are not usually found in positions of high responsibility of companies , because its management is a failure, but in the political sphere. These three levels are not suitable for leadership, so we are going to know the next three that raise different approaches to service leadership. LEVEL 4: THE GATHER At this level are the managers who usually occupy the top of the organizations. These leaders rarely fail to meet their objectives, they usually exceed them. Peter Drucker called them "monomaniacs with a mission". The winners pursue the goals set by themselves or their bosses without considering the general mission, which is the Achilles' heel, since on the road to fulfilling their objectives they replace the global needs with their personal needs to succeed. LEVEL 5: THE BUILDER The leader who is at this level struggles not only to achieve a goal but to create an organization. These leaders serve their institutions by managing the long term and do not allow themselves to be seduced by possible short-term benefits. They have a clear vision of the future of their organizations and transmit their employees energy, enthusiasm and integrity. They are the leaders that allow organizations and professionals who work in them to grow and develop. LEVEL 6: THE TRANSCENDANT: There is a type of leader that transcends the builder. This leader focuses on how it can benefit the whole society. He considers himself a "citizen of the world" since he cares about everyone. One example is the Dalai Lama who, every morning at the end of his prayers, asks himself: What can I do today to make the world better? Another clear example of this leadership is that exercised by Nelson Mandela. He is a defender of the philosophical concept of Ubuntu that implies the need to act with humanity, to share, to be careful and be in harmony with all creation and to promote cooperation between individuals, cultures and nations.
